Atty. Tricia Nicole Velasco-Catera is an Assistant Government Corporate Counsel for Team 4, focusing on Environment and Water. Her educational background includes a Juris Doctor from Ateneo Law School (2007) and a Bachelor of Science in Management Information System from Ateneo De Manila University (2001). She also completed executive programs at Harvard Kennedy School in March 2021, focusing on Emerging Leaders, Leadership and Character in Uncertain Times, Negotiation Strategies, and an Executive Certificate in Economic Development.
Atty. Velasco-Catera's professional career spans various roles in both public and private sectors. In addition to her current position as Assistant Government Corporate Counsel, she is a partner at CO NAZARIO VELASCO-CATERA DIVINAGRACIA LAW OFFICES, specializing in arbitration, corporation law, criminal law, and appellate practice. She also served as a professor at Adamson Law School during the 2011-2012 school year and is a member of the Philippine Institute of Arbitration (PIARB).
Throughout her career, Atty. Velasco-Catera has achieved several notable accomplishments. She served as a Congresswoman for the Ang Mata'y Alagaan Party List during the 17th Congress (July 25, 2016 - June 4, 2019) and as Chief Political Affairs Officer for the same party list in the 16th Congress (July 22, 2013 - June 6, 2016). In the judiciary, she held the positions of Judicial Staff Head and Court Attorney VI at the Supreme Court of the Philippines, from January 4, 2011, to July 10, 2013, and July 9, 2008, to January 3, 2011, respectively. She has also been very active with the Integrated Bar of the Philippines (IBP) Marinduque Chapter, serving as its President from 2015 to 2017, Vice President from 2011 to 2013 and from 2023 to 2025, Treasurer from 2013 to 2015, and Board of Director from 2021 to 2023. Additionally, she was the Chairwoman of the Pro Bono and Public Interest Cases Committee for the IBP (Marinduque Chapter) National Center for Legal Aid. Her significant cases include handling matters for Water Districts, the National Irrigation Administration (NIA), and the Local Water Utilities Administration (LWUA).
