Educational Background
Aniceto A. Calubaquib, Jr. currently serves as the Deputy Government Corporate Counsel (DGCC) at the Office of the Government Corporate Counsel (OGCC). He earned his Bachelor of Science in Accountancy from the University of Saint Louis Tuguegarao (formerly Saint Louis College), demonstrating early proficiency in finance and analytical thinking. After passing the Certified Public Accountancy board examination, he pursued his passion for the law, obtaining his Bachelor of Laws from Far Eastern University, while working as an Internal Auditor in a government financial institution. Committed to advancing his legal scholarship, he completed his Master of Laws at San Beda University.
Complementing his formal legal education, he undertook the Pre-Judicature Program at the Philippine Judicial Academy, honing key competencies aligned with judicial service. Further strengthening his professional portfolio, he completed the Public-Private Partnership (PPP) Foundation Course from APMG International, establishing a solid grounding in global best practices for public-private partnership development.
Professional Background
DGCC Calubaquib has held key positions within the OGCC, including Assistant Government Corporate Counsel (AGCC), Officer-in-Charge for Litigation and Opinion/Contract Review, AGCC for Arbitration, and Government Corporate Attorney (GCA). He also chaired various committees such as Personnel Selection Board for Legal and acted as Quality Management Representative for ISO 19001-2015. Through these roles, he has built extensive experience in civil, commercial litigation, taxation, as well as corporate law, and governance.
He has also served as Corporate Secretary of the Cultural Center of the Philippines and Assistant Corporate Secretary at the Power Sector Assets and Liabilities Management Corporation, showcasing his expertise in corporate administration. He began his career at the OGCC in 2007 as a Government Corporate Attorney while concurrently serving as Accountant and Budget Officer. Prior to his entry into the OGCC, he gained valuable experience as Operations and Legal Officer at the Quedan and Rural Credit Guarantee Corporation.
In addition to his public service, he has contributed to legal education as former law professor at the New Era University College of Law and as a business law instructor at Our Lady of Fatima University-Antipolo. With a career spanning legal practice, corporate governance, and academia, DGCC Calubaquib combines technical expertise with a strong commitment to public service.
Achievements and Milestones
DGCC Calubaquib also built a distinguished record marked by landmark victories, exemplary service, and unwavering dedication to public legal advocacy. Over the years, he has successfully led and handled some of the OGCC’s most significant and high-stakes cases, including the TMA v. PCSO (2022), a multi-billion international arbitration case; PIDS v. COA (2019), which revisited the Supreme Court’s Doctrine of Qualified Political Agency; PGMC v. PCSO (2018), a ₱13-billion arbitration before the International Chamber of Commerce, International Court of Arbitration (ICC-ICA); PSALM v. CIR (2017), a doctrinal Supreme Court ruling on value added tax exemption and jurisdiction of the Secretary of Justice relating to disputes between and among government agencies; Sunico v. Gutierrez (2017), involving issues of judicial bias and injunction; and Malonesio v. Jizmundo (2016), a pivotal case relating to airport operations.
His exceptional performance in these major litigations has earned him numerous commendations from the OGCC and client GOCCs. He has been repeatedly recognized for his outstanding work in the OGCC’s most significant cases, honored for exemplary behavior and professional excellence, and awarded distinctions such as Outstanding Lawyer of 2016, Pleading Writer and Opinion Writer for 2018, 2014, and 2012 and multiple Certificates of Merit for productivity and competence.
These achievements reflect his deep commitment to legal excellence, his mastery of complex government corporate matters, and his enduring contribution to strengthening the nation’s legal institutions.
